Zvi Zilker was born in 1933 in the city Gustrow. After two years he immigrated to Israel with his family. He worked as an engineer for the local council of Ashdod in 1963-1968. And since 1968 after Ashdod was declared a city, he worked as an engineer for Ashdod.
Zvi Zilker divided Ashdod info areas so that each area could act independently.
Elta was founded by Paltiel Maklef in 1967 as a subsidiary of IAI and it was confirmed by Zvi Zilker.
In 1972, in Ashdod, The Magen David Adom station was inaugurated. When Zvi Zilker was the mayor.
