The Secretariat of State of Security of Spain is a department within the Ministry of the Interior. The Secretariat was founded in 1986, originally called General Direction of Security. The Secretariat of State is ruled by the Secretary of State of Security that is the second in command of the Ministry (the equivalence in the United States would be Deputy Secretary of Homeland Security).
Functions
According to the Royal Decree 400/2012, the functions of the Secretary of State of Security are:[1][2]
- The promotion of the conditions for the exercise of fundamental rights, in the terms established in the Spanish Constitution and in the laws that develop them, especially in relation to personal freedom and security, inviolability of the home and of communications and freedom residence and movement.
- The exercise of command of the State Security Forces and Corps, the coordination and supervision of the services and missions that correspond to them.
- The control of companies and private security personnel and the public safety of entertainment and recreational activities, within the scope of state competencies.
- The direction and coordination of international police cooperation, especially with EUROPOL, INTERPOL and the Schengen Information Systems. Likewise, the designation of the representatives who attend by the Ministry of the Interior to COSI[3].
- The representation of the Department in the cases in which it is entrusted by the Minister.
- The direction, promotion and coordination of the Department's actions in the area of organized crime, drug trafficking, money laundering related to such trafficking and related crimes.
- Planning and coordination of infrastructure and material policies in the field of security.
- The approval of infrastructure and material plans and programs in the field of security.
- The direction of the competencies of the Ministry of Interior in the matter of Penitentiary Administration.
- The direction and coordination of relations between the Department and the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
- The management of the competencies of the Department in relation to the protection and guarantee of the exercise of the fundamental rights of assembly and strike.
- The coordination of the exercise of the powers of the Delegations and Subdelegations of the Government in matters of citizen security.
