Saltir Putinski (Macedonian: Салтир Путински) was a mayor of Kumanovo from 1951 to 1961.[2] He was member of the Kozjak partisan detachment.[3]

Infrastructure
He was responsible for constructing Lipkovo dam and hydro system, railroad from Kumanovo to Beljakovce that is being reconstructed since 2014, industrialization of the city, development of mining and agriculture in the district.[4]
