Prakash Aryal (pronunciation: [prəkaːʃ ərjaːl]) is 26th Chief of Nepal Police. He was appointed as the Chief of Nepal Police after succeeding Upendra Kant Aryal on 10th April 2017 by the cabinet decision of the Government of Nepal.[1] He was elected by securing 154.2 points as compared to nearest rival DIG Nawaraj Silwal's 152.467 points after work point evaluation done by Supreme Court of Nepal. Previously, the Court revoked the February 12 decision of Nepal Government to appoint DIG Jaya Bahadur Chand after being challenged by seniormost DIG Nawaraj Silwal.Inspector General of Police (IGP).[2]
Biography
IGP Aryal also heads the National Central Bureau (NCB), Kathmandu, INTERPOL. Born on 28th June 1963 A.D. in Tribhuvan Municipality of Dang District, IGP Aryal holds a Bachelor’s degree in Economics from Tribhuvan University and a Master’s degree in Business Administration from Kathmandu University in Nepal. During his Police career with Nepal Police, he has served in several important capacities within the country and abroad.He commenced his carrer in Nepal Police as an Inspector in 28 AUGUST 1988 AD .
IGP Aryal is a seasoned Police professional and a leader with proven traits in the realm of training, investigations, administration and management, and research and planning, aptly demonstrated during the delivery of his services with National Police Academy, Crime Investigations Department, Research and Development Directorate, Central Investigation Bureau (CIB) and Metropolitan Traffic Police Division as well as several District Police Offices, including Kaski, Dailekh, Tehrathum and Rupandehi, Lumbini Zonal Police Office and Central Regional Police Office. Besides, he has also represented Nepal Police by serving in the United Nations Missions—Former Yugoslavia and Sudan—taking up important responsibilities to assist in restoring international peace and security.
IGP Aryal, who began Police career as Inspector of Police, was promoted to Deputy Superintendent of Police (DySP) in January 1996, Superintendent of Police (SP) in March 2005 and Senior Superintendent of Police (SSP) in November 2009. In December 2012, he was promoted to Deputy Inspector General of Police (DIGP) and he took up diverse and challenging jobs as the heads of Central Investigation Bureau, Central Regional Police Office, Research and Planning Directorate, and Metropolitan Traffic Police Division.
Confiscation of Endangered Antelopes’ wool Shahtoosh (locally known as Chiru wool) in large amount of over 1,500kg, probably the biggest ever, both in terms of size and monetary value, in Nepal brought international acclaim to CIB as well as to Nepal Police’s contribution in wildlife conservation and investigation of wildlife related crimes. Successful investigation of financial crimes and human trafficking brought to the fore numerous new trends in organized crimes. His contribution to modernize traffic systems in Kathmandu valley with introduction of body-worn cameras, smart traffic booths and strict lane driving enforcement won accolades from wide arena.
As the head of Research and Planning Directorate he succeeded in introducing Modernization and Improvement of Policing Project (MIPP). This ongoing DFID funded project is the largest ever foreign government funded program dedicated to enhance police capacity, strengthen operations, improve performance appraisal systems, increase forensics investigation capabilities, community outreach as well as construct modern and gender sensitive police units for better public access to police services.
In his twenty-nine years of dedicated professional service IGP Aryal is adorned with various decorations, medals and awards. In recognition to his outstanding service, he is bestowed with Remote Area Service Medal, Police Service Medal and Gorkha Dakschin Bahu Class IV. In addition to these honours, he has also been awarded with numerous cash rewards, grade-increments for exemplary performance. His contribution to international peacekeeping under United Nations’ flag representing Nepal Police in conflict ridden countries such as Sudan has awarded him Foreign Service Medal and United Nations Peacekeeping Medal.
IGP Aryal has actively participated in a number of national and international training programs and workshops that includes Senior Officers Crime Investigation Training (Grade A), Command Training (Grade A), VIP Security Training (Grade A), Human Resource Management Training (Grade A), Crime Management Training (Grade A), Senior Management Course (Grade A) including Anti-terrorism and VIP Protection Commando Course from India and Major Case Management Course from USA. He is also a graduate of FBI National Academy Course.
IGP Aryal has established himself as an honest, hardworking and highly professional police officer who envisages a fair and competent police service reiterating zero tolerance against corruption and non-compliance. He prioritizes to establish Nepal Police as a technologically driven, people-centric, service oriented institution that is efficient, competent and accountable.IGP Aryal's work ethics promotes team-work and partnership in achieving strategic goals through mutual trust and respect among all members of the organization.
