The Manassas City Police Department (MCPD) is the primary law enforcement agency servicing 37,821 people living in City of Manassas, VA. Located at 9518 Fairview Avenue, the Manassas City Police Department serves a jurisdiction of approximately 10.0 square miles (26 km2). In 2008, the department employed 90 sworn police officers, 12 unsworn police officers.[1] On July 9, 2014, Manassas City Police Department became newsworthy after a local teenager sent explicit photos of herself to her then boyfriend (age 17) who in return sent explicit video of himself to the teen. When the female teenager's mother complained, the MCPD officials chose to create some of their own child-porn in order to investigate a case of "child porn". MCPD held a warrant to chemically induce an erection in the boy and photograph the boy's penis purportedly to compare/measure it with help from a special "Homeland Security software" according to MCPD Detective David E. Abbott.[2][3][4]
