This is a list of earthquakes in 1928. Only magnitude 6.0 or greater earthquakes appear on the list. Lower magnitude events are included if they have caused death, injury or damage. Events which occurred in remote areas will be excluded from the list as they wouldn't have generated significant media interest. All dates are listed according to UTC time. It was an active year with several events leading to deaths. Worst affected were Chile, Turkey, Bulgaria and the Philippines. Oaxaca, Mexico and Puno Region, Peru sustained several large earthquakes with the former seeing four reaching above magnitude 7.0. In spite of a series of earthquakes, only four deaths were caused in Mexico during the year.

- A magnitude 6.2 earthquake struck Sakha Republic, Russia on February 3 at a depth of 35.0 km.[6]
- A magnitude 6.5 earthquake struck Puebla, Mexico on February 10 at a depth of 100.0 km.[7] Fairly heavy damage was reported in the area.[8]
- A magnitude 6.6 earthquake struck the Chukchi Sea, Russia on February 21 at a depth of 10.0 km.[9]
- A magnitude 6.5 earthquake struck the Chukchi Sea, Russia on February 26 at a depth of 35.0 km.[10]
March
- A magnitude 6.0 earthquake struck off the west coast of Calabria, Italy on March 7 at a depth of 120.0 km.[11] At least 51 deaths were reported as well as some damage.[12]
- A magnitude 6.2 earthquake struck Gansu Province, China on March 7 at a depth of 15.0 km.[13]
- A magnitude 5.0 earthquake struck South Khorasan Province, Iran on March 8 at an unknown depth. Four people died and some damage was caused.[14]
- A magnitude 7.7 earthquake struck the southern Indian Ocean on March 9 at a depth of 15.0 km.[15]
- A magnitude 6.5 earthquake struck southeast of New Ireland (island), Papua New Guinea on March 13 at a depth of 75.0 km.[16]
- A magnitude 7.6 earthquake struck southeast of the Loyalty Islands, New Caledonia on March 16 at a depth of 10.0 km.[17]
- A magnitude 7.6 earthquake struck Oaxaca, Mexico on March 22 at a depth of 15.0 km.[18]
- A magnitude 6.2 earthquake struck the Molucca Sea, Indonesia on March 26 at a depth of 35.0 km.[19]
- A magnitude 7.0 earthquake struck the Izu Islands, Japan on March 29 at a depth of 405.0 km.[20]
- A magnitude 6.4 earthquake struck Izmir Province, Turkey on March 31 at a depth of 10.0 km.[21] One-hundred and seventy deaths were reported with a further 700 people injured. Two-thousand six-hundred homes were destroyed and many more were damaged.[22]
April
- A magnitude 6.7 earthquake struck Puno Region, Peru on April 9 at a depth of 25.0 km. Ten people were killed and many homes were destroyed partly owing to landslides which dammed a river later leading to flooding.[23][24][25]
- A magnitude 7.1 earthquake struck Stara Zagora Province, Bulgaria on April 14 at a depth of 10.0 km. Catastrophic damage was caused with as many as 74,750 homes being destroyed. The human cost was 127 lives and a further 1,735 people were injured.[26][27]
- A magnitude 6.5 earthquake struck Veracruz, Mexico on April 17 at a depth of 35.0 km.[28]
- A magnitude 7.1 earthquake struck Plovdiv Province, Bulgaria on April 18 at a depth of 15.0 km. This and the previous event four days earlier can be considered a doublet earthquake. The fatalities and damages from this event are included in the event from April 14.[29][30]
- A magnitude 6.5 earthquake struck the Sea of Okhotsk, Russia on April 22 at a depth of 350.0 km.[31]
- A magnitude 6.0 earthquake struck Peloponnese (region), Greece on April 22 at a depth of 29.0 km. Twenty deaths were reported as well as the destruction of 3,000 homes.[32]
- A magnitude 6.5 earthquake struck Puno Region, Peru on April 27 at a depth of 25.0 km.[33]

- A magnitude 6.3 earthquake struck off the east coast of Honshu, Japan on June 1 at a depth of 20.0 km.[39]
- A magnitude 6.3 earthquake struck west of Kyushu, Japan on June 3 at a depth of 10.0 km.[40]
- A magnitude 6.0 earthquake struck Heilongjiang Province, China on June 7 at a depth of 430.0 km.[41]
- A magnitude 6.9 earthquake struck Mindoro, Philippines on June 15 at a depth of 25.0 km. Some homes were reported destroyed.[42][43]
- A magnitude 6.7 earthquake struck Mindoro, Philippines on June 15 at a depth of 15.0 km.[44]
- A magnitude 7.9 earthquake struck Oaxaca, Mexico on June 17 at a depth of 20.0 km. Four people were killed and some damage was caused. A tsunami was generated.[45][46]
- A magnitude 6.7 earthquake struck Fiji on June 21 at a depth of 15.0 km.[47]
- A magnitude 6.8 earthquake struck southern Alaska on June 21 at a depth of 15.0 km.[48]
- A magnitude 6.5 earthquake struck Badakhshan Province, Afghanistan on June 24 at a depth of 120.0 km.[49]
- A magnitude 7.1 earthquake struck east of Vanuatu on June 29 at a depth of 15.0 km.[50]
