Kishore Upadhyaya is an Indian National Congress leader and member of the Uttarakhand Legislative Assembly in India. He was elected from Tehri constituency in the Uttarakhand state assembly elections, 2007. In Uttarakhand Legislative Assembly election, 2012, he lost to Dinesh Dhanai a Independent candidate.[1]
He was the President of Congress Party's Uttarakhand Pradesh Congress Committee ot Uttarakhand PCC from 2014 to 2017. He took over from Yashpal Arya. Under his tenure there was revolt in the party where 9 MLAs changed their loyalty to Bharatiya Janata Party.[2][3][4]
