Joe Mills (born Matthew Stott 14 June 1972) is a British actor, voice actor, sports broadcaster and writer who has worked on various shows in the UK.

He is the son of the late Labour Party MP Roger Stott.

During 2014 he joined the voice cast of Thomas & Friends voicing the characters of Douglas, Oliver, and Toad in the UK and the US. He voiced both Donald and Douglas in Sodor's Legend of the Lost Treasure, However from season 20 onwards, the role of Donald is voiced by Rob Rackstraw while Joe voices Douglas.
