The Israeli Public Broadcasting Corporation[1] (IPBC; Hebrew: תאגיד השידור הישראלי, translit. Ta'agid HaShidur HaYisra'eli), branded as Kan (Hebrew: כאן, lit. 'Here'), is an Israeli statutory public corporation founded in 2014, based on the Public Broadcasting Law 2014. It was founded with the intent to replace the Israel Broadcasting Authority (IBA) after the Israeli Public Broadcasting law ordered its closure. Its debut date was postponed several times, due to the Prime Minister's objections on structure and Journalists' appointments, which led to a legal fight on court between IPBC and the government, which is still ongoing. It started broadcasting on May 15, 2017.[2] The IPBC CEO is Eldad Koblenz and its chairman is Gil Omer.
Establishment of the corporation
Decision on closing the Broadcasting Authority
Over the years there has been a serious deterioration in the status and functioning of the IBA. Public committees , which examined the causes of its predicament, determined that it stems, among other things, from its large number of employees, from the high salary costs, from rigid wage agreements and from the law, which makes it difficult to manage it professionally and without recourse. The authors of the reports recommended, inter alia, structural changes in the Authority and changes in the law.
In July 2013, the Minister of Communications , Gilad Erdan , hired an external consulting firm to examine the future of the Israel Broadcasting Authority in order to decide whether it is right to close the Authority. In light of the data, the Landes Committee was established and it published its decisions at the beginning of March 2014. According to the agreements reached, the television fee will be canceled starting April 1, 2015, and instead of the Broadcasting Authority, a new broadcasting entity will be established.
Legislation
In order to formulate the necessary legislation, the Knesset set up a special committee to discuss the public broadcasting bill, headed by MK Karin Elharar . The committee began its deliberations on June 11, 2014 and held a number of meetings in a short time in order to allow the completion of the legislative process until the end of the Knesset session in July, which was criticized by several Knesset members. On July 9, the bill was approved and passed on to the Knesset plenum for a second and third reading, on July 29, 2014, the Public Broadcasting Law , which ordered the establishment of the Israel Broadcasting Corporation and the closure of the Broadcasting Authority. One of the sections of the new law states that a quarter of the employees of the new body will come from the IBA and the Educational Television.
Section 7 of the Law characterizes the activity of the corporation:
(A) The Israeli Broadcasting Corporation will broadcast and provide various types of content visually, audio and written, on TV , on radio and on the network Internet . (B) The content provided by the Israel Broadcasting Corporation shall be independent and shall be directed to all citizens and residents of the State of Israel, shall reflect and document the State of Israel as a Jewish and democratic state , its values and the heritage of Israel and give fair, equal and balanced expression to the diversity of views and opinions prevalent in the Israeli public. (C) The Israeli Broadcasting Corporation shall provide news content and content in the day-to-day matters in a professional, fair, responsible, independent, critical, impartial and reliable manner, with transparency and with the exercise of journalistic judgment and loyalty to the factual truth and the obligation to report to the public. (D) The Israeli Broadcasting Corporation will provide diverse content for children and youth, and will promote the creation of educational, educational and educational content for children and youth. Delays in disbanding the IBA

Budget

Status within the European Broadcasting Union
As the full broadcast launch date of IPBC was supposed to be 30 April 2017, the Eurovision Song Contest 2017 was supposed to be broadcast on IPBC's Kan 11. However, as the launch date of IPBC was postponed in mid April to 15 May 2017, the broadcast remained with IBA, being its last television production and broadcast.
IPBC's application for active EBU membership, replacing IBA as the public broadcaster in Israel, is currently being reviewed by the various EBU governing bodies and is pending formal approval, at the EBU's General Assembly.[3] It was revealed on 6 July 2017 that an agreement had been signed between the EBU and IPBC, allowing the broadcaster to participate in EBU contests, such as the Eurovision Song Contest, despite not having full membership.[4]
TV Channels
Since May 15, 2017, the KAN broadcasts two television channels, which are broadcast via national DVB-T2 transmitters, satellite feed, the HOT cable company, the YES satellite company and via the Internet.
KAN's TV channels:
KAN 11: The main channel of the corporation. Replaces IBA's Channel 1. Broadcasts mainly news, current affairs and programs on cultural issues.
MAKAN 33 : The Arabic-language channel broadcasts news and cultural programs, replacing IBA's Channel 33 that preceded it.
In August 2018, Channel 23 of Israeli Educational Television shall be integrated into the Corporation's broadcasts as a dedicated children and youth channel.
The music used to identify the channels is Jonas Blue's theme Mama.
Radio
KAN operates eight radio stations, all transferred from the former IBA:
- Kan Tarbut ("Here is Culture"), the former Reshet Aleph – General talk and cultural programming. Hebrew news are at the same times as Reshet Bet, listed below.

Corporation board
