Chester, officially named the Municipality of the District of Chester, is a district municipality occupying the northeastern half of Lunenburg County, Nova Scotia, Canada. Statistics Canada classifies the district municipality as a municipal district.
The Municipality of the District of Chester's administrative seat is the village of Chester.[2]
Municipal council representative districts
The Municipality of the District of Chester comprises seven districts, each represented by an elected councillor. The areas represented by each district are:
- District 1 represents Blandford to East Chester. This includes the communities of Aspotogan, Bayswater, Northwest Cove, Blandford, Deep Cove, East River, East River Point, Otter Point and part of East Chester. The current councillor for this area is Andre Veinotte.[3]
- District 2 represents Hubbards to Mill Cove and includes the communities of Mill Cove, Fox Point, Simms Settlement, Mill Lake, The Lodge ad Birchy Head. The current councillor for this area is Deputy Warden Floyd Shatford.[4]
- District 3 represents the Chester village and part of East Chester. The current councillor is Danielle Barkhouse.[5]
- District 4 represents Chester Basin to Chester Grant. This includes Chester Basin, Chester Grant, Borgels Point and part of Middle River. The current councillor is Warden Allen Webber.[6]
- District 5 represents Western Shore to Martin's River, including Gold River, Beech Hill, Western Shore, Martin's Point and part of Martin's River. The current councillor is Abdella Assaff.[7]
- District 6 represents New Ross area which includes Seffernsville, Harriston, Lake Ramsay, Forties, Franey Corner and Fraxville. The current councillor is Tina Connors.[8]
- District 7 represents Windsor Road to Marriott's Cove. This includes Windsor Road, Canaan, Sherwood, Robinsons Corner, Marriotts Cove, Middle River Road and part of Haddon Hill. The current councillor is Sharon Church.[9]
Departments and services
The Municipality of the District of Chester offers community services through its multiple departments:[10]
Community Development Department is broken up into the following;[11]
- Planning & Development Services provides things like subdivision and development permits, civic addressing and road naming, heritage properties and economic development.
- Building & Fire Inspection Services is responsible for building permits and inspections as well as fire inspections and bylaw enforcement.
Finance Department is responsible for the financial administration of the municipality as well as providing services which include; financial reporting, tax exemptions, address changes, tax billings and payments, budgets and financial statements.[12]
Information Services Department provides communication and business continuity services.[13]
Public Works Department is responsible for providing services which include, Animal Control, Boat pump out, municipal sewer connections, municipal engineering/specifications, municipal roads and removal of dead marine life.[14]
Solid Waste Department is located at Kaizer Meadow Environmental Management Centre[15] and provides services which include; Kaizer Meadow Eco-Industrial Park, bi-weekly waste removal, semi-annual collection of bulky waste, annual collection of Christmas tree and yard waste and disposal of hazardous waste, construction and deolition materials, tires and septic waste.[16]
Demographics
In the 2016 Census of Population conducted by Statistics Canada, the Municipality of the District of Chester recorded a population of 10,310 living in 4,769 of its 6,492 total private dwellings, a change of −2.7% from its 2011 population of 10,599. With a land area of 1,122.11 km2 (433.25 sq mi), it had a population density of 9.2/km2 (23.8/sq mi) in 2016.[17]

Chester Connection and Aspotogan Trail
46 kilometres (29 mi) of trail on the former railway from Martins River to Hubbards are operated by the Municipality of the District of Chester. The trails are open to walkers, off road vehicles, cyclists and horseback riders.[20]
Municipal parks, playgrounds and open spaces
There are many parks and outdoor areas within the municipality for the public to enjoy including Anvil Park in Chester Basin, East River Property, Village of Chester Gazebo, Wild Rose Park in Western Shore and the Green Gym Park in Chester Basin.[21]
The Municipality of the District of Chester also has two playgrounds; Croft Road Playground located in Chester Basin and Gold River Playground located at the former Gold River Elementary School.[22]
Within the Village of Chester there is a skate park that was opened in 2009 after five years of planning and fundraising.[23]
Community schools
The Municipality of the District of Chester has two schools that are also used for community use and open to the public.[24] These schools are Forest Heights Community School (FHCS)[25] which is located in Chester Grant and Aspotogan Consolidated Elementary School (ACES) [26] which is located in Mill Cove. These schools were developed as Community School from the beginning starting in 1992 for FHCS and 2000 for ACES.
Other schools located in the municipality include Chester Area Middle School,[27] Chester District Elementary School [28] and New Ross Consolidated School.[29]
