The Cavite–Laguna Expressway (CALAX) is an under construction expressway that will cross the provinces of Cavite and Laguna in the Philippines. The construction of the four-lane 47-kilometre-long (29 mi) expressway will connect CAVITEX in Kawit, Cavite to SLEX-Mamplasan Interchange and will cost an estimated ₱35.42 billion or US$787 million.[1] When constructed, it is expected to ease the traffic in the Cavite–Laguna region, particularly in Aguinaldo Highway, Sta. Rosa-Tagaytay Road and Governor's Drive.[2]
Build-operate-transfer bidding process
There were four pre-qualified bidders vying for the CALAX: Alloy MTD Philippines Inc.; Team Orion, the consortium of AC Infrastructure Holdings Inc., Aboitiz Land Inc., and Macquarie Infrastructure Holdings Philippines; MPCALA Holdings Inc.; and Optimal Infrastructure Development Inc. of San Miguel Corporation.[3]
On June 12, 2014, Team Orion, the joint venture of Ayala Corp. and Aboitiz Equity Ventures Inc., won the bid, placing a concession payment of ₱11.659 billion for the public-private partnership (PPP) project. Optimal Infrastructure was disqualified on grounds that its bid security fell short of the 180 days required by the government. Its bid envelope specified a financial bid of ₱20.105 billion.[4]

Cavite-Tagaytay-Batangas Expressway
According to the official website of Department of Public Works and Highways (DPWH), the Cavite-Tagaytay-Batangas Expressway (CTBEx) is a proposed 46 km expressway connects with the proposed Cavite-Laguna Expressway (CALAx) at the municipality of Silang, Cavite. J.P. Laurel St. located at the town of Nasugbu, Batangas is the western terminus of the expressway.
CTBEx has 5 interchanges which are all located near the boundary of Batangas and Cavite. The interchanges are the following:
- Silang East (connects with CALAx)
- Tagaytay (connects with Aguinaldo Highway)
- Amadeo
- Tagaytay-Nasugbu Highway
- Nasugbu
The objective of the new expressway in CALABARZON region is the decongestion of heavy traffic at the main highway of Tagaytay City due to tourism developments in Tagaytay-Nasugbu area.
