Cavan County Council (Irish: Comhairle Contae an Chabháin) is the authority responsible for local government in County Cavan, Ireland. As a county council, it is governed by the Local Government Act 2001. The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 18 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of Cathaoirleach (Chairperson). The county administration is headed by a Chief Executive, Tommy Ryan. The county town is Cavan town.

After Niamh Smyth was elected to the Daíl in the 2016 Irish general election a replacement for her seat had to be found. The Bailieborough Municipal district put forward their candidate, Sarah O'Reilly a native of Bailieborough. Five other candidates put their name forward for the co-option to the council. Before the co-option began in Gallonray House, 3 of the candidates dropped out. On the first count O'Reilly met the quota and bet the other two candidates. She was co-opted to the council by the council members in the chamber on the 15 March 2016. [1]
