Başar Oktar (born May 19, 2002) is a Turkish figure skater. He competed at the 2016 World Junior Championships in Debrecen, Hungary. He was named in the Turkish team to the 2017 European Youth Olympic Winter Festival in Erzurum, Turkey and finished fourth.

Oktar began learning to skate in 2008 at a mall.[1][2]
