The 32 teams are drawn into eight groups of four, with the restriction that teams from the same country cannot be drawn against each other. In each group, teams play against each other home-and-away in a round-robin format. The defeated teams in the second preliminary round will make a special ranking based on the overall score difference they lost for the event of less than 22 teams eliminated from the Basketball Champions League preliminaries to participate in the FIBA Europe Cup. FIBA has announced that it is possible for several teams eliminated in the Basketball Champions League preliminaries to abandon their participation in the FIBA Europe Cup. Complete information about teams that do not intend to play in the FIBA Europe Cup if they are eliminated in the Basketball Champions League preliminaries will be made in the coming weeks.

The match-days will be on 18 October, 25 October, 1 November, 8 November, 15 November and 6 December 2017.
