Redlands Passenger Rail Project
The Redlands Passenger Rail Project (RPRP) is a the temporary name[1] for a proposed passenger rail line between San Bernardino and the University of Redlands in Redlands, in the state of California.
History
Proposals for a rail connection between the two cities have been made as early as the 1990s; with the service projected to start in 1995. This date has progessively moved to 2007, 2013, 2015, and 2018. As of 2015, the line is expected to be complete and operating in 2020.[2][3][4]
The route will be over a 9-mile (14 km) former Atchison, Topeka and Santa Fe Railway line.[2][3] While mostly single track, 2-mile of double track (3.2 km) will be constructed in the middle to allow vehicles to pass each other.[4] Five initial stops are proposed; three in Redlands and two in San Bernardino, and an initial ridership of between 1,600 and 1,800 passengers daily.[2] With connecting service to Metrolink in San Bernardino at the Santa Fe Depot, the five new stations would be: the San Bernardino Transit Center, Waterman Avenue next to the Inland Regional Center, New York Street near Esri, downtown Redlands, and the University of Redlands.[4][5] Low-volume BNSF freight service will continue on a portion of the route.[6]
In September 2010, the San Bernardino Associated Governments (SANBAG) considered options that included Metrolink service, other types of electrified or diesel trains and buses.[7] In April 2011, SANBAG announced that it had settled on conventional heavy rail equipment for the service.[2] While electrified light rail was preferred, its $268.1 million cost was over the $250 million limit for the federal Small Starts transit grants that would have been used.[2] The estimated cost of heavy rail service was $198.6 million, which can be paid for using federal transportation grants that are based on population and sales tax revenues.[2] By 2011, the estimated cost of construction had dropped to an estimate of between $130 million and $150 million.[3]
The first contract for the project was awarded on 2 November 2011 by SANBAG to HDR, Inc. for engineering and environmental services.[6] The contract was an amendment to an existing contract for HDR to work on a separate project in the region, the extension of Metrolink's San Bernardino Line to a new terminus at the San Bernardino Intermodal Transit Center.[6] Work was initially expected to begin in late 2012 or 2013,[8] with estimates of the beginning of service ranging from 2015[3] to as late as 2018.
On November 1, 2013, the estimate for the start of construction was the fall of 2016, due to an unexpected federal environmental impact regulation and the government shutdown in October 2013.[9] In February 2014, SANBAG materials stated that "construction is planned to begin in late 2015 with operation in 2018."[10] As of December 2015, construction was planned to begin in 2017.[11][5]
Future development
The first phase of construction will include replacing all track on the line, rebuilding five bridges, and installing 24 grade crossings.[2] Service was originally planned to begin with refurbished ex-Metrolink rolling stock[8] operating on 30-minute peak period headways and hourly off-peak headways.[3] Due to community opposition, SANBAG decided to use diesel multiple units as of December 2015.[4][11][5]
As of 2011, phase two of the project would see light rail vehicles or diesel multiple units replace the conventional rolling stock, the construction of five more stations, and additional passing sidings to allow 15-minute peak period headways and 30-minute off-peak headways.[3] The estimated construction cost is between $80 million and $100 million for light rail or between $225 million and $300 million for diesel multiple units.[3] Running costs would be between $11 million and $14 million for light rail or between $12 million and $16 million for diesel multiple units.[3] A potential further phase would expand trackage in a loop to Highland and the San Bernardino International Airport before returning to downtown San Bernardino.[8]
