Phrynobatrachus scapularis is a species of frog in the Petropedetidae family. It is endemic to Democratic Republic of the Congo. Its natural habitats are subtropical or tropical moist lowland forests, moist savanna, subtropical or tropical moist shrubland, subtropical or tropical seasonally wet or flooded lowland grassland, rivers, shrub-dominated wetlands, freshwater marshes, intermittent freshwater marshes, heavily degraded former forest, and ponds.
