Ovidius University of Constanta is a public higher education institution in Constanţa,Romania founded in 1961 as a Pedagogical Institute and transformed into a comprehensive university in 1990. As the Charter of the university [1]states, the Pedagogical Institute was founded by Order of the Ministry of Education no. 654 of 1961, comprising four faculties. By State Council Decree no. 209 of 1977 the institute was transformed in Higher Education Institute and reorganized. By Government Decision 209 of 1990 the institute was transformed in university and, a year later, by Order of the Ministry of Education and Science no. 4894 of 1991 the university was given the present name.
Degree programs
The university offers bachelor's degrees in over 90 programs, master's degrees in over 80 programs and doctoral degrees in 8 fields of specialization. At the moment programs in English are offered in Medicine and Computer Science as well as in Cultural Studies.
As of 2014, most of the over 1000 international students come from Moldova, Israel, Turkey, Albania, United Kingdom, Republic of Macedonia, Morocco, India, Turkmenistan, South Africa, etc. The tuition fee for international students, for an academic undergraduate year, varies from $3200 for technical, economics, humanities, agronomy, sport programs, $5000 for medical and pharmaceutic programs, $4700 for musical and artistic programs, to $7600 for dramatic arts, theatrical and film direction.[2]
Ovidius University of Constanta also offers PhD programms in English, French or Romanian.[3] The students enrolled in the International section are usually asked to learn Romanian during a preparatory year. Due to the resemblance of Romanian with all Latin-based languages, the language test has an extremely high rate of successful results. Additionally, the candidates who speak Romanian can skip the preparatory year after having passed a test of Romanian language. The candidates, who can formally prove that they have studied in Romanian for at least four years consecutively, do not need to pass the Romanian language test or to attend the preparatory year.
The number of students exceeds 16,500.[4]
Controversy
In July 2013, Rector Dănuţ Epure Tiberius was arrested on charges of complicity to bribery. It was alleged that he received €1000 though an intermediary to facilitate the admission of an international student to the Faculty of Pharmacy. It was also reported that he received up to €9000 through an intermediary from students sitting an examination for entry to the Faculty of Pharmacy.[5]
On September 11 2013 the Seante of the university dismissed Epure. [6] Following the elections held in May 2014, the new Rector of Ovidius University of Constanta is Professor Sorin Rugina,[7] a physician specialized in infectious diseases, former general manager of the Constanta Clinical Hospital for Infectious Diseases.[8]

Faculty of Medicine
The Faculty of Medicine was founded in 1990, under the name of Faculty of General Medicine, Dentistry and Pharmacy in 1990. Since 1993, the Faculty of Medicine started the modules of teaching in the English language at all levels and specializations, both in undergraduate and postgraduate courses. Currently there are over 800 foreign students, of which more than 600 are enrolled in the program in English whereas about 200 study in Romanian. The majority of students come from Israel, Turkey, Moldova, Great Britain, Greece, Norway, Morocco, Nigeria, Cameroon, United Arab Emirates, Lebanon, Syria and many more.
