- Parliamentary Secretaries
- Members of Parliament
- Magistrates of the Lower Court
- Attorney General
- Commander of the Armed Forces of Malta (Brig. Martin Xuereb)
- Mayors, in their jurisdiction
- Local Councillors, in their jurisdiction
- Ambassadors, in order of establishment of diplomatic relations with their countries
