Notes

  1. The title changed from President to Head of State of the Transition on 18 July.
  2. Eritrea only became independent in 1993.
  3. South Sudan only became independent in 2011.
  4. Bahrain only became independent in 1971.
  5. Brunei only became independent in 1984.
  6. Hun Sen was titled Second Prime Minister in 1993–98.
  7. In 2005–10, the three-member Presidency Council was head of state collectively—whilst Talabani held his title as President amongst the entity.
  8. The Palestinian Authority renamed itself as State of Palestine on 6 January—a move unrecognised by Israel. It is not to be confused with the proclaimed State of Palestine in 1988—by the Palestinian National Council (PNC) in Algeria—which remains a putative state, in-fact ineffective, despite partial international recognition.
  9. Kazakhstan only became independent in 1991.
  10. Kim was referred to as supreme leader in 2011, and then appointed as First Chairman of the National Defence Commission in 2012—having been de facto leader of North Korea throughout.
  11. Uzbekistan only became independent in 1991.
  12. Montenegro only became independent in 2006.
  13. The seven-member Swiss Federal Council is head of state and government collectively. Within this executive council, the president serves solely in a primus inter pares capacity for one year.
