Kostanay (Kazakh: Қостанай / Qostanay) is a city located on the Tobol River in northern Kazakhstan. It was known as Nikolayevsk (Russian: Николаевск) until 1895 and then as Kustanay (Russian: Кустанай) until 1997. Kostanay is the administrative center of the Kostanay Region. Population: 214,916 (2009 Census results);[2]222,816 (1999 Census results).[2]
History
Kostanay was founded by Russian settlers in 1879[3] and named Nikolaevsk, in honor of Tsar Nicholas II. In 1888 the town had more than 3,000 inhabitants involved in the building of a mill and a brewery, which is still operational. In 1893 the town was incorporated as a city. The Red Army took control in 1918 and changed the city's name to Kostanay. The Kostanay Region was established in 1936 with its administrative center in Kostanay. In 1989 the city had about 275,000 citizens.
Public institutions
In Kostanay, there are 5 institutions of higher education. There are also 22 high schools in which over 12,200 students are educated. The state network of culture totals 381 libraries, 201 club establishments, 8 museums, and 2 theatres. There are numerous athletic facilities; 2 sports arenas, 26 stadiums, 10 sports complexes and 567 sports halls.

Culture
Kostanay is rich in historical-cultural heritage. The regional center includes a Sunni Muslim mosque, the Building of Regional Administration, the Kostanay State University, the Altynsarin Regional memorial museum, the Kazakh Drama Theatre, the Central Square, and a railway station. Historical monuments include: I. Altynsarin monument, the Bust to Two Heroes of Soviet Union (I. F. Pavlov and L. I. Beda), the A. Baitursynov monument, the Memorial complex of the memory of victims of the Second World War, A. Imanov bust, L.I. Taranu Bust, the B. Majlinu Monument, "Execution wall" (where Alexander Kolchak's army officers were executed by Red Army soldiers), and the Alexander Pushkin monument. For details, see the city's interactive map.
Communications and transportation
The main transit roads connect the regional center with the following cities in Russia: Chelyabinsk, Magnitogorsk, Troitsk, Yekaterinburg, Kurgan and Tyumen. They also connect to Astana, Almaty, in Kazakhstan, and surrounding areas. The length of the railways is 1048 km. Fifty-three stations process cargo and passenger transportation. Oil is delivered by rail from Russia as well as oil refineries in Kazakhstan.
The runways of the airport of Kostanay can accept the following types of airplanes: Tu-134, Tu-154, An-22, Il-86 and some Boeing airliners. From Kostanay International Airport there are common and charter flights to many cities in Kazakhstan, many former Soviet republics, Germany (Frankfurt and Hanover), the UAE, Turkey, and others. The airport also functions as a local port of entry and customs checkpoint.
The local telecommunications company in the Kostanay region is a branch of Kazakhtelecom.
Sport
Kostanay is home to the FC Tobol football team, based out of the Kostanay Central Stadium, which participates in the Kazakhstan Super League. As well as a football team, Kostanay also has the basketball team BK Tobol Kostanay, participating in the Kazakhstan Basketball Cup, as well as a local ice rink for winter sports.
