Kao Kim Hourn

Kao Kim Hourn is a Cambodian public servant. He is currently serving as Minister Delegate Attached to the Prime Minister, in charge of Foreign Affairs and ASEAN.[1] From 2003 to 2013 he served as Secretary of State at the Ministry of Foreign Affairs and International Cooperation of Cambodia. In 2003, he founded the University of Cambodia in Phnom Penh, and he remains the active University President.[2]
