Joseph "Joe" Mokwa was appointed St. Louis' 32nd Chief of Police. was an officer for 37 years and Chief for 7½ years in the Metropolitan Police Department, City of St. Louis.[1] Mokwa retired amidst controversy in late July 2008.[2]
Career
Colonel Joseph J. Mokwa joined the Metropolitan Police Department, City of St. Louis on February 8, 1971. He was promoted to Chief of Police on May 11, 2001. He was the city’s 32nd Chief of Police.
Prior to being promoted to Chief of Police, he served as the Assistant Chief of Police, responsible for the Bureau of Professional Standards, which includes the Internal Affairs, Police Academy, Information Services (Technology) and Special Services Divisions.
During his 34-year career Col. Mokwa has served in almost every unit of the Department. His first assignment as a patrol officer was in the Sixth District. He has worked in the Fourth, Fifth, Sixth and Ninth Districts as an officer and as a supervisor. As an investigator he worked in the District Detective Bureau as well as the Intelligence Unit and the Internal Affairs Division.
Col. Mokwa also has been assigned to some of the Department’s most unique and strategic roles, including, Executive Aide to the Chief of Police, Technology Coordinator and as a Major he was the original Community Policing Coordinator.
Col. Mokwa has served as the Commander of the Bureau of Criminal Investigations, Special Operations Division, Bureau of Administration and the Department’s South and North Patrol Divisions.
Col. Mokwa has received more than 20 Chief’s Letters of Commendation during his career for acts of intelligent and valuable police service. He has also received training in dignitary protection, problem oriented policing, gang awareness and sensitivity.
Education
Col. Mokwa holds a Master of Arts in Security Management and Bachelor of Arts in Business Management from Webster University in St. Louis. He also is a graduate of Leadership St. Louis Center. He is a board member of the Herbert Hoover Boys and Girls Club, Big Brothers Big Sisters and The United Way. Col. Mokwa also serves on the Board of Trustees of Webster University.
