Jahangir Khan Tareen (JKT) is a popular Pakistani politician and an industrialist who till recently served as the Secretary General of Pakistan Tehreek-e-Insaf. Prior to that he also served as the Federal Minister of Industries, Production and Special Initiatives between September 2004 to February 2008 as part of the Pakistan Muslim League (Q) government.[1]

Tareen is currently part of the National Assembly after he defeated Siddique Baloch of PML-N in a famous bye-Elections of NA-154 (December 23, 2015). Tareen has been part of the National Assembly in the past representing NA-195 (Rahim Yar Khan), between 2002 and 2008 on the ticket of Pakistan Muslim League (Q), he re won the seat on the ticket of Pakistan Muslim League (F) in 2008, but resigned after joining PTI.

Early life and Education

Jahangir Khan Tareen was born on July 4, 1953 in Comilla, East Pakistan (now Bangladesh) to an ethnic Pashtun family of Tareen tribe. Jahangir Khan Tareen obtained his early education from Sadiq Public School Bahawalpur. He received his B.A degree from FC College University, Lahore in 1971 and M.B.A degree from University of North Carolina, U.S.A in 1974. He is an eminent entrepreneur by profession owns several sugar mills like Jamal Din Wala Sugar mills & United Sugar Mill. Tareen diversified into the Business world by Investing in a franchise Bottling business and subsequently established one of Pakistan’s largest and most efficient Sugar milling operations (JDW Sugar Mills). This is the only Sugar Mill in the country which is supported by its own Sugar Plantation (30,000 acres) and Sugar cane research organisation. The Mill runs an extensive community development programme geared towards increasing yield and profitability of small farmers while also funding education and health initiatives in its area of operations.He owns a farmhouse in Lodhran, a city in south Punjab which is famous for top quality Mangoes. He has also served as the advisor to the Chief Minister Punjab for Agriculture and New Initiatives in Social Sector. He has been a lecturer, a banker and an entrepreneur in the past and has chaired Punjab Task Force on Agriculture from 1997–99 and Punjab Task Force on Wheat Procurement and Marketing during 2001–02.[2]


Political career

Pre 2002

Jahangir Tareen was called into public service in 1997 as Chairman of the Punjab Task Force on Agriculture which addressed pressing issues pertaining to the agricultural sector by formulating and implementing innovative policies which left a lasting impact on the sector, most notable of which was the complete annihilation of agriculture pesticide adulteration in Punjab and the ‘One Window’ Agriculture Loaning Operation in which small farmers were able to obtain loans from the Agriculture Development Bank in one seamless operation. In July 2001, he was appointed Chairman, Punjab Task Force on Wheat Procurement & Marketing. He got the Wheat Procurement Policy completely revamped fixing the loopholes to make the process corruption free and transparent. He also devised the strategy to procure surplus wheat and to market it for possible export. During the same time, The Governor, State Bank of Pakistan, constituted a Committee on Rural Finance in under the chairmanship of Jahangir Khan Tareen to address the various problems faced by the rural financial system in the country.

2002–07

Provincial Political Career

Tareen began his political career when he was elected Member of the National Assembly of Pakistan in the 2002 General elections. He was elected to work as Advisor to the Chief Minister, Punjab, on Agriculture and New Initiatives, a position especially created in the Chief Minister’s office for developing and implementing “out of the box” solutions for some of the many pressing problems of the province.

In a successful two year stint, many significant new initiatives were taken and implemented, most notable among them were the Punjab Education Reforms Program, the RYK Model of Primary Health Care management through BHU’s and the new Punjab Industrial Policy.

National politics

Tareen was brought into the Federal Cabinet as the Minister of Industries, Production and Special Initiatives in August 2004. In three year as Cabinet Minister, Tareen was able to begin many new initiatives. An industrial Strategy was evolved and documented by a group of Pakistani Economists ably led by Dr. Ijaz Nabi. The moribund Pakistan Industrial Development Company (PIDC) was revitalised into an engine of change by creating multiple sector development companies, each with a complete sector development vision, strategy and implementation plan. A technology Upgradation Company (TUSDEC) was created as a public private partnership to work with key private sector entities to bridge the technology gap. This has led to the establishment of much needed Technology up gradation centres in Karachi and Gujranwala. The RYK model of managing Primary Health Care was spread across the whole country and into every province. A water channel lining project lined 50% of all watercourses in the country in the short span of three years. A Dairy development initiative led to the establishment of the PDDC or Pakistan Dairy Development Company mandated to work with small livestock owners to bring a quantum change in Dairy management.

Tareen is cognizant of the fact that while Pakistan must rapidly industrialise to provide the economic growth necessary for job creation and poverty alleviation, it must, at the same time, take direct Poverty Alleviation Initiatives so that the people of Pakistan share the fruits of economic growth as soon as possible. He also believes that, in order to be successful, the people of Pakistan must develop their skills so that they can realize their full potential. He is an advocate of sustainable development and encourages communities to adopt a participatory, self-help approach. Tareen’s commitment to the capacity building and strengthening of communities is reflected in the high degree of his involvement with community based initiatives such as the Lodhran Pilot Project, of which he is Chairman and Sponsor. He is also actively involved in the National Rural Support Programme as a Director. He has also served as Director of the Pakistan Poverty Alleviation Fund and was a founder Member of the Governing Council of the Punjab Vocational Training Council (PVTC).

Tareen firmly believes that in order to eliminate poverty on a long term, sustainable basis, communities have to be empowered and given the correct tools/support so that they can take themselves out of poverty. This belief and commitment to poverty alleviation led Mr. Tareen to set-up Lodhran Pilot Project (now known as Grassroots Pakistan) in 1999. Grassroots Pakistan is currently engaged in providing sanitation, clean drinking water, healthcare, artificial limbs, vocational training and womens empowerment. Working mostly in South Punjab the organization helps thousands of people every year.

He is also actively involved in the National Rural Support Programme and the Punjab Rural Support Programme. He has served as Director of the Pakistan Poverty Alleviation Fund and was a founder Member of the Governing Council of the Punjab Vocational Training Council (PVTC).

A firm believer in the importance of education, Tareen launched the Tareen Education Foundation(TEF) in 2010. TEF adopted 85 government schools in District Lodhran. Total enrolment is above 12,000. The effort is to bring about total reforms in these schools as a means to showcase how government schools catering to the poorest of the poor can be effectively managed and the quality of education can be improved. A budget of Rs.250 million over 5 years has been allocated for TEF.

The People’s Primary Healthcare Initiative (PPHI) which began in Punjab now manages all Basic Health Units in 78 Districts of Pakistan. A recent DFID funded Third Party Evaluation of the PPHI by International Consultants has confirmed the model as the future of primary health management in Pakistan. Mr. Tareen is the founder of this initiative and is currently the Chairman of the National Steering Committee on PPHI overseeing the entire program.

In 2008 general elections Khan was elected to the National Assembly again from Constituency NA-195 scoring over 80,000 votes compared to around 40,000 gained by the runner up. He became the parliamentary leader Pakistan Muslim League (F) but he later formed a forward block known as the "Jahangir Tareen's clean party" aimed to provide a third option in the electoral field. The party included 30 seasoned politicians Awais Leghari, Jamal Leghari, Sikander Bosan, Ghulam Sarwar Khan and Ishaq Khan Khakwani, Dr GG Jamal, Ghulam Sarwar Cheema, Senator Mohabbat Khan Marri, former Senator Saadia Abbasi and Abid Hassan. On 19 December 2011 his ‘Clean Party’ joined Imran Khan-led Pakistan Tehreek-e-Insaf (PTI), since then Tareen has made a prominent place in his new party and a close association with Imran Khan, he also presented PTI's industrial plan.[3] [4] [5] .[6][7][8] On 25 September 2013, Chairman Imran Khan appointed Jahangir Tareen as the Secretary General of Pakistan Tehreek-e-Insaf[9] to replace the previous Secretary General Pervaiz Khattak who became the Chief Minister of Khyber Pakhtunkhwa after the 2013 general elections in Pakistan.

Election of 2013

General elections were held on 11 May 2013. Muhammad Siddique Khan Baloch (Independent candidate) won by securing 86,177 votes and became the member of National Assembly.[3] Jahangeer Khan Tareen (Pakistan Tehreek-e-Insaf) got 72089 votes. Syed Muhammad Rafi Ud Din bukhari (PML N) was third with 45406 votes. Jahangeer Khan Tareen subsequently challenged the victory of Siddique Baloch. As per the Election Commission Tribunal's decision Muhammad Siddique Khan Baloch was disqualified from the seat because of fake educational credentials and a re-election was order in the constituency.

NA-154 Lodhran by-poll

The by-election on NA-154 was held on 23 december 2015 Jahangir Khan Tareen got 138,573 votes while PML-N’s Baloch secured 99,312 votes and JKT got a massive victory and defect Baloch with 39261(apprx.) votes

Oath on 1st jan

On 1st of january 2016 takes Oath as MNA elected from NA-154. After taking oath he made a speech and ask government to release Rs 2 billion for the people of lodhran as per the package announced by the Nawaz sharif the PM of Pakistan
