James C. Russell (born November 4, 1928) is an American politician who served in the Missouri House of Representatives. Russell was born in St. Louis and attended the University of Missouri in Columbia. A former member of the United States Marine Corps, he was the owner of a restaurant. He married Delphia Mann in Pine Lawn, Missouri on June 11, 1955, and with her has two children. He was elected to the Missouri House of Representatives in 1962 for district 25. He served until 1988. Russell is a member of the Democratic party.[1][2]
