History

In 1981 a reading room and a small library were opened in a rented house at 20 Satyanagar, Bhubaneswar. In 1983 these beginnings of HLC were moved to 1 Satyanagar where it remained until 1987, when it received a new, three-storey building on the campus of St. Joseph’s School, its present home.[1]

Since 1987 HRC classes have included spoken English and job training along with varied tutorials and adult education. From 2001 to 2004 HRC was an IGNOU (distance learning) study center.[3] From 2012 it has offered NIOS examinations.[4] By 2015 it was offering 15 different computer courses ranging from 6 weeks to a year in length, along with courses such as French and shorthand.[5] Eleven fashion design courses are offered for women.[6]
