Frank V. Hibbard is a Republican politician in Florida. He is Mayor of Clearwater, Florida. He works for Morgan Stanley as an investment officer and vice president. He is a member of Calvary Baptist Church, and is married with two children. He graduated from Florida State University with Bachelor of Science Degrees in Business and Economics and an M.B.A.[1]

Hibbard ran unsuccessfully for the City Council in 2001. He was then elected to the City Council in March 2002. He became Mayor in 2005 after running unopposed in December 2004. During Hibbard's first term as mayor, Clearwater invested heavily in redeveloping the downtown along Cleveland Street and the Clearwater Beach infrastructure. He defeated former mayor Rita Garvey in 2008.[2]
