The following is a list of characters who first appeared in the Channel 4 soap opera Hollyoaks in 1999, by order of first appearance. Throughout the year Hollyoaks saw several new arrivals including the Morgan family.

Joe Johnson is a fictional character from the long-running Channel 4 soap opera Hollyoaks, played by James McKenzie Robinson. He appeared throughout 1999 before leaving. He was the son of Jill Patrick and long lost twin brother of Kate Patrick, who he had never known. When Joe arrived in the village, Kate rejected him, but soon warmed up to him. Unfortunately, there was an attraction between them which they could not shake and they shared a kiss. Ruth and her friend Carol Groves spread rumours that they were having an incestuous affair. Kate exacted revenge by stealing Carol's diary and photocopying pages and sticking them in the phone box for everyone to see. She then gave Ruth laxatives before her housewarming party, then hid all the toilet paper, and let all her friends and family in and left them to it. Joe's feelings for Kate grew stronger by the day, and realising that she couldn't cope with being so close to him any more, Kate said a tearful goodbye to Jill, Gina, Sol and Jack before breaking the news to Joe that she was leaving. Joe later left.

Dennis Richardson is a fictional character on the long-running Channel 4 British television soap opera Hollyoaks. He was played by actor David McAlister between 1997 and 2003, when the character was killed off. He arrived as part of the Richardson family and was the father of Lewis Richardson and Mandy Richardson and the husband of Helen.

Dennis was first introduced as a teacher at Hollyoaks Comprehensive School. He was married to Helen and was father to Lewis and Mandy.

An abusive alcoholic, he beat up his wife and son and molested his daughter. When he finds out that Mandy is dating Sol, he flew into a rage and raped her. Mandy briefly ran away, and then told the police what her father had done to her. He was arrested and eventually found guilty of rape, for which he was sentenced to seven years imprisonment. During his imprisonment, Lewis committed suicide.

Dennis was released from prison five years later, and returned to Hollyoaks. He tried to explain himself to Mandy, but she refused to listen. Dennis then tried to mend his relationship with Helen when she took him to where Lewis' ashes had been scattered. Mandy arrived with neighbours Tony Hutchinson and Gordon and Max Cunningham to get rid of Dennis, and a fight broke out between Max and Dennis.

Dennis was last seen telling Mandy that he is dying of cancer, hoping she might forgive him. She bought him some alcohol to quicken his death, telling him she could never forgive him. He eventually died of liver disease. He is cremated, and Helen pours his ashes down the drain.

Sue Morgan is a fictional character from the long-running Channel 4 soap opera Hollyoaks, played by Eve White. She arrived in 1999 as part of the Morgan family and left in 2002. Along with her husband Andy and daughter Beth Morgan she left to move to France after her daughter was raped and went to prison for reckless driving.
