- Arrondissement of Chinon, (subprefecture: Chinon) with 87 communes. The population of the arrondissement was 79,467 in 1990, and was 80,579 in 1999, an increase of 1.4%.
- Arrondissement of Tours, (prefecture of the Indre-et-Loire department: Tours) with 123 communes. The population of the arrondissement was 400,882 in 1990, and was 424,651 in 1999, an increase of 5.93%.
- Arrondissement of Loches, (subprefecture: Loches) with 67 communes. The population of the arrondissement was 48,996 in 1990, and was 48,773 in 1999, a decrease of 0.46%.
