  1. Arrondissement of Dinan, (subprefecture: Dinan) with 101 communes. The population of the arrondissement was 113,332 in 1990, and was 112,076 in 1999, a decrease of 1.11%.
  2. Arrondissement of Guingamp, (subprefecture: Guingamp) with 90 communes. The population of the arrondissement was 86,626 in 1990, and was 84,588 in 1999, a decrease of 2.35%.
  3. Arrondissement of Lannion, (subprefecture: Lannion) with 60 communes. The population of the arrondissement was 91,357 in 1990, and was 93,105 in 1999, an increase of 1.91%.
  4. Arrondissement of Saint-Brieuc, (prefecture of the Côtes-d'Armor department: Saint-Brieuc) with 122 communes. The population of the arrondissement was 247,080 in 1990, and was 252,604 in 1999, an increase of 2.24%.
