Area code 582 was to be the new area code for northwestern Pennsylvania, replacing area code 814, which stood to be divided. 814 is the only one of Pennsylvania's original four area codes that has not been split or overlaid.

The 582 area code was supposed to include most of the northwestern portion of the old 814, comprising Erie, Crawford, Warren, Venango, Forest, Clarion, Jefferson, Elk, and McKean counties.

Parts of Armstrong, Clearfield, Indiana, and Mercer counties also were to be switched to 582. Under the plan, most of Clearfield and Indiana counties would have retained 814; most of Armstrong and Mercer counties would continue in area code 724.

Area code 582 was originally planned to be implemented on February 1, 2012, but updated reports from third-party area code relief planner Neustar pushed back the projected exhaust date.[1] Following an announcement that the exhaust date for the 814 area code was pushed back by two years from the first quarter of 2013 to the first quarter of 2015, the Pennsylvania Public Utility Commission (PUC) voted 5–0 in March 2011 to move forward with the scheduling of hearings, but suspend the timeline for implementation of area code relief.[2]

582 Plan Revoked

Citing an updated Neustar report released on March 9, 2012 that the projected exhaust date for the 814 area code had been delayed through the second quarter of 2018, the Pennsylvania Public Utility Commission (PUC) voted to revoke the 582 area code plan and its implementation schedule on April 26, 2012, effectively killing the issue for the time being.[3]
