Six teams took part - the fifth and sixth ranked teams from the Six Nations (based on 2012 and 2013 results), the finalists from the 2012 Women's European Championship#Group B, Spain, and Oceania's entrant Samoa.

The teams were seeded and divided into two pools, with each team in one pool playing all of the teams the other pool. After these three matches the top two teams will qualify for the World Cup.[1]
