William Payne (New Mexico politician)

William Payne is a member of the New Mexico State Senate who currently is the Republican Whip in the State Senate. Payne is a member of the American Legislative Exchange Council (ALEC), serving as New Mexico state leader in 2012.^[1]

Payne holds a JD from the University of New Mexico and an MA from Georgetown University. He previously was in the United States Navy where he rose to the rank of Rear Admiral.
