Vincent Fang Kang, SBS, JP (born 7 May 1943 in Shanghai) is a Hong Kong entrepreneur in the garment industry and a member of the Legislative Council of Hong Kong, representing the Wholesale and Retail functional constituency.
Background and business
Fang attended Wah Yan College, an eminent Jesuit all-boys secondary school in Hong Kong, graduating in 1962. He is currently CEO of Toppy Company (Hong Kong) Ltd, a garment company in Kwai Chung, Hong Kong.
Political career
Fang is Legislative Councillor, chosen to represent the wholesale and retail sectors. He is a member of the Liberal Party, and from September to December 2012 served as its acting chairman, following the resignation of Miriam Lau, after the party did badly in the 2012 Hong Kong legislative election.[1][2][3]
Fang had the worst attendance and voting record among lawmakers in the 2008-2012 Legco.
In April 2010, his suggestion that the minimum wage should be set at HK$20 per hour drew fire both from the public and from his own party.[4] His statement made a case for those in the community who criticise functional constituency lawmakers as disconnected from the worries and realities of the public at large.
