Vijay Kumar Shukla

Vijay Kumar Shukla is a former MLA of Bihar, India. He was elected to Bihar Legislative Assembly in 2005 as a candidate of Janata Dal (United) . He is the younger brother of chhotan shukla .His primary education happened in village.He is bhumihar by caste.Her wife Annu shuklais a mla currently.

Political career

He was elected mla firstly on ljp ticket from lalganj .In 2005, he switched side and fought on jdu ticket and won again.Earliar his elder brother Bhutkun shukla also unsuccessfully contested from that seat.He contested for MP independently from Vaishali seat against national vice president of rjd Raghuvansh prasad singh and came runner.He was debarred from election as he was convicted in minister brijbihari murder case along with surajbhan singh.[2]

Controversy

An ex-legislator of the ruling Janata Dal (United), who is convicted in a murder case, has been accused of demanding extortion of Rs 2 crore in the name of his party's upcoming Adhikar rally. [3] Director of a Vaishali-based private academic institution Sant Lal Yadav has charged Vijay Kumar Shukla, better known as Munna Shukla, with seeking Rs 2 crore from him for making arrangements for Chief Minister Nitsh Kumar's rally, scheduled to be held at the Gandhi Maidan in Patna on November 4. The rally has been organised to press for the demand of special status to Bihar.

Shukla, whose wife Annu Shukla is a JD(U) MLA from the Lalganj the assembly seat once represented by her husband, is currently lodged in the Shaheed Khudiran Bose Central Jail in Muzaffarpur after being convicted for the murder of former Bihar minister Brij Bihari Prasad.

In his complaint lodged with the Bhagwanpur police station, Yadav alleged that he had received phone calls from Munna Shukla asking him to cough up Rs 2 crore for the rallies. He said that Shukla told him that he had to take money from people like him to make arrangements for his party's rally.

Yadav subsequently lodged a complaint against the jailed ex-MLA and informed the Muzaffarpur district administration about it. A raid was subsequently carried out in the prison from where a cellphone and a mobile charger were seized from his cell. The jail administration lodged an FIR against Shukla and three other inmates of the prison cell from where the cellphone was seized.

Annu Shukla, wife of the jailed ex-legislator, however, said that it was a political conspiracy hatched by the opposition to defame her husband. She denied that any cellphone had been found from her husband's possession.

Annu said that extortion was a thing of past under the current regime led by Nitish. "This government has put to an end to all kinds of crime, including extortion, in the state," she said.

The Opposition, however, alleged that JD(U) leaders of all hues were raising money in the name of Adhikar rally. Rashtriya Janata Dal president Lalu Prasad said that Munna Shukla was not alone in extorting money from people in the name of JD(U)'s rally. He said that apart from JD(U) leaders, government officials at all levels had also been raising funds for the rally.

The ruling party, however, brushed aside the charges. JD(U) spokesman Neeraj Kumar said that Munna Shukla had nothing to do with his party and the rally was being organised by party workers. "He is not even a member of the party," he said. "The administration has already taken appropriate steps with regard to the extortion complaint. There is a rule of law in the state."

Shukla, who has an MA, LLB degree under his belt, had recently obtained a PhD degree from the Muzaffarpur-based Bhim Rao Amebdkar Bihar University for his thesis on "the expression of political consciousness in Hindi novels in the post-1960 era".

Accused in several criminal cases, Shukla has been lodged at the Muzzafarpur jail since 2010 after being convicted for the 1998 killing of Brij Bihari Prasad, the then science and technology minister in the Rabri Devi cabinet[4]
