The qualifying competition for UEFA Futsal Euro 2016 is a futsal competition scheduled to be played from January to September 2015 to determine the 11 teams to join Serbia, who qualify automatically as hosts of UEFA Futsal Euro 2016.[1] A total of 45 UEFA member national teams will participate in the qualifying process for the tournament places, with Scotland taking part for the first time.[2]

Format

The qualifying process consists of three rounds:[3]

Tiebreakers

In the preliminary round and main round, if two or more teams are equal on points on completion of a mini-tournament, the following tie-breaking criteria are applied, in the order given, to determine the rankings:[3]

  1. Higher number of points obtained in the mini-tournament matches played among the teams in question;
  2. Superior goal difference resulting from the mini-tournament matches played among the teams in question;
  3. Higher number of goals scored in the mini-tournament matches played among the teams in question;
  4. If, after having applied criteria 1 to 3, teams still have an equal ranking, criteria 1 to 3 are reapplied exclusively to the mini-tournament matches between the teams in question to determine their final rankings. If this procedure does not lead to a decision, criteria 5 to 10 apply;
  5. Superior goal difference in all mini-tournament matches;
  6. Higher number of goals scored in all mini-tournament matches;
  7. If only two teams have the same number of points, and they are tied according to criteria 1 to 6 after having met in the last round of the mini-tournament, their ranking is determined by a penalty shoot-out (this criteria is not used if more than two teams have the same number of points, or if the rankings of the two teams are not relevant for which team qualifies for the next stage).
  8. Lower disciplinary points total based only on yellow and red cards received in the mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
  9. Coefficient ranking;
  10. Drawing of lots.

To determine the best runner-up in the preliminary round and the best third-placed team in the main round, the following criteria are applied in the order given:

  1. Higher number of points;
  2. Superior goal difference;
  3. Higher number of goals scored;
  4. Lower disciplinary points total based only on yellow and red cards received (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
  5. Coefficient ranking;
  6. Drawing of lots.

In the play-offs, the team that scores more goals on aggregate over the two legs qualifies for the final tournament. If the aggregate score is level, the away goals rule is applied, i.e., the team that scores more goals away from home over the two legs advances. If away goals are also equal, extra time is played. The away goals rule is again applied after extra time, i.e., if there are goals scored during extra time and the aggregate score is still level, the visiting team advances by virtue of more away goals scored. If no goals are scored during extra time, the tie is decided by penalty shoot-out.

Seeding

The draw for the qualifying round and main round was held at UEFA headquarters in Nyon, Switzerland on 26 September 2014, 14:00 CEST (UTC+2).[4][5] Each group in the preliminary round and main round contained one team from each of the four seeding pots (main round seeding pot 4 contained the seven preliminary round qualifiers). The teams pre-selected as hosts were drawn from a separate pot, while being placed in their groups according to their seeding tier.

The teams were seeded according to their coefficient ranking, calculated based on the following:[3][6]

Preliminary round

The matches were played between 14 and 17 January 2015. The six group winners and the best runner-up advanced to the main round, where they were joined by the 21 highest-ranked teams.

Play-offs

The draw for the play-offs will be held at UEFA headquarters in Nyon, Switzerland on 10 June 2015.[7] There are no seedings, with the only restriction that the best third-placed team cannot be drawn against the runner-up of the same main round group.

The matches will be played on 15 and 22 September 2015. The four winners will qualify to the final tournament.
