The Office of Special Counsel in the United States Department of Justice replaced the former Office of the Independent Counsel in 1999 (under Department of Justice regulation 28 CFR Part 600) . It is charged with investigating alleged misconduct in the federal government's executive branch. The former Special Counsel is Patrick Fitzgerald, who was appointed in 2003 by Deputy Attorney General James B. Comey.
