Timothy D. "Tim" Skinner is a former Democratic member of the Indiana Senate, representing the 38th District from 2002 to 2014. Skinner was an Otter Creek Precinct Committeeman. He is also a former member of the Vigo County Council. He was first elected to the Indiana State Senate in 2002, serving a total of three terms until 2014, when he was defeated by Republican Jon Ford in the general election.[1]
