The Tamil Nadu Civil Service, (abbreviated as TNCS) (Tamil: தமிழ்நாடு குடியியல் பணி), is the supreme state cadre civil service and the permanent bureaucracy of the Government of Tamil Nadu, in the Indian state of Tamil Nadu. The recruitment to this Service is made on the basis of an annual competitive examination. The officers are included in the state cadre of civil service officers.

The cadres usually start from a designation lower in rank than Indian Administrative Service (IAS) (one of the All India Services). However the TNCS officers can gradually assume posts equivalent to IAS officers. The TNCS officers hold various crucial posts at the sub-district level while delivering various government services apart from conducting revenue administration and maintenance of law and order.

Generally vacancies in the TNCS open every year because of retirement (Superannuation and Voluntary) and IAS Promotion in Revenue Administration Disaster Management and Mitigation Department, Department of Revenue, Government of Tamil Nadu

Recruitment

Recruitment to the Tamil Nadu Civil Service is done in two ways:

The TNPSC Group 1 Exam is a three-stage process spanning nearly twelve months. These phases are Preliminary, Main, and Interview.

The Additional Chief Secretary / Commissioner of Revenue Administration (CRA) and CRA headed Department of Revenue Administration, Disaster Management and Mitigation, Government of Tamil Nadu main authority of Tamil Nadu Civil Service. The Additional Chief Secretary / Commissioner of Revenue Administration has full power over TNCS cadre officers for all matters regarding Training, Appointment, Promotion, Posting and Transfer, Retirement, etc.

Training & Appointment

Initially, after recruitment, TNCS candidates undergo fully-fledged training under the umbrella of the Anna Institute of Management. Then the TNCS cadre officers are appointed as Probationary Officers after the training period. After the probationary period, they are appointed as Deputy Collectors and then, as District Revenue Officer (after several years of experience as Deputy Collectors)

Categories

TNCS cadre officers are mainly two categories:

  1. Deputy Collectors (Initial Period)
  2. District Revenue Officer (after 6 years’ experience as Deputy Collectors)

Promotion

Generally, TNCS officers are promoted to:

  1. District Revenue Officer (after 6 years’ experience as Deputy Collectors)
  2. Indian Administrative Service (I.A.S) “Conferred IAS” (District Revenue Officer category TNCS Officer after experience with, efficient administration, excellent performance, Top merit will be promoted)

Postings and Transfer

Generally, Postings and Transfer in the TNCS are the responsibility of The Additional Chief Secretary / Commissioner of Revenue Administration (CRA) and CRA headed Department of Revenue Administration, Disaster Management and Mitigation, Government of Tamil Nadu
