Segunda División is the third level of the Mexican football league system. Until the 1993-1994 season, the champion of the Segunda División had been promoted to the Primera División, but with the creation of the Primera 'A', now called Ascenso MX, the Segunda División became the third category in Mexico .
For the Apertura 2008 tournament, the Mexican Football Federation, with the approval of the chairmen of the clubs in the Second and Third Divisions, decided to change the format of the league dividing the number of teams into two divisions, the Liga Premier de Ascenso and the Liga de Nuevos Talentos .
The Liga Premier de Ascenso is the third category in the Mexican Football League and has 27 teams divided into two groups. The Champion of Torneo Apertura played every year against the champion of the Torneo Clausura, in order to determine who will be promoted to the Ascenso MX. The case may arises where a team can win both tournaments in a season (Apertura and Clausura) and gain automatic promotion without having to play a promotion play-off game.
Meanwhile, the Liga de Nuevos Talentos , along with the Liga Premier de Ascenso , is the third category in the Mexican League Football. The resulting champion team earns promotion to the Liga Premier de Ascenso, while the second team with better position in the overall standings at the end of the entire season, plays a two legged match against the penultimate team of the Liga Premier to decide the second ascending team. It has 28 teams divided into 2 zones, of which the top two teams qualify from each zone and the two best third table ratios of 2 zones .
