In this capacity he also holds the rank of Deputy Prime Minister.[1] He is a member of the Cambodian People's Party and is one of the highest ranking members of that party. Kheng has been the Minister of the Interior since 1998. Until March 2006 he was the co-interior minister along with a member of another party, but he then became sole interior minister in a cabinet reshuffle. He is currently the most senior deputy prime minister, having held the position since 1992.
