Russell Boulter (born 7 April 1963 in Liverpool) is an English actor. He played Chris, Malcolm's assistant in series four of Watching. He appeared in the Darling Buds of May as the character Roger. He played DS John Boulton in The Bill from 1995 to 2000, a character created by Matthew Wingett, the brother of Mark Wingett who played Jim Carver in the series. Since then he has appeared in Casualty and Judge John Deed. He also appeared in three episodes of Heartbeat as Inspector Crossely.
In March 2007, Russell played a policeman in ITV1's Mobile. He also featured in the short video Discovering the Bible.
In 2008, he starred alongside other former The Bill favourites, Cyril Nri and Philip Whitchurch in an episode of BBC1's Waking the Dead.
Russell Boulter is the narrator on episodes of Deep Wreck Mysteries currently showing on The History Channel. A Short History of Fatherhood for channel 4 and the "Revealed" series on Channel 5.
Russell currently lives in Bristol and teaches at Bristol Old Vic Theatre school.
Russell is a Christian. He presented the documentary "Who is this Jesus ?" distributed by the CTA.

From October 1987 to July 1991, Russell played Michael Brennan in BBC Radio 4's drama series Citizens.
