Romanis Pontificibus
Romanis Pontificibus is a papal decree, issued on June 6, 1975 by Pope Paul VI, that concerns the Herzegovina Affair: the Franciscan friars of Herzegovina took control of the local parishes and refused to hand them over to the local bishops and priests,[1] despite the Franciscan vow of obedience.[2] The decree ordered the friars to leave the parishes.[3]
Medjugorje
The decree specifically concerns the diocese of Mostar. In 1990, Bishop Ratko Perić complained about an alleged Marian apparition in Medjugorje, called Our Lady of Medjugorje, that was telling people the Franciscan friars could stay in Medjugorje because they were innocent.[4] Fr. Tomislav Vlasic, whom Peric has claimed is behind the apparition,[5] was found guilty of disobedience and sexual misconduct.[6]
