Paul Simpkins is a retired Australian professional rugby league referee, officiating in the Australian first-grade competition, National Rugby League. In addition to regularly working the NRL, Simpkins also officiated at the annual State of Origin tournament between Queensland and New South Wales and the Tri-Nations series. Simpkins officially announced his retirement from refereeing in October, 2007, to further his career with the New South Wales Police Force.

In the 2004 preliminary final between Sydney Roosters and North Queensland Cowboys Simpkins controversially ended the game early. At the time the North Queensland Cowboys were in a good attacking position and a chance of winning the game, however the early finish meant the Sydney Roosters progressed to the grand final. Simpkins controversially made incorrect calls when he was one of the video referees in the 2012 semi-final played between Manly Sea Eagles and North Queensland Cowboys. The incorrect calls altered the result of the game, meaning the Cowboys were eliminated from the 2012 competition.
