History

Indian Oil Corporation Limited announced in March, 2006 that it is going to set up a refinery and petrochemical complex in the state of Odisha. Initially the production capacity was stated to be 9 MMTPA which was augmented to 15 MMTPA later on.[1] It was announced that the plant will produce polymers like paraxylene, polypropylene and styrene in addition to the commissioning of a pipeline from refinery to Ranchi. IOCL had acquired a land area of 3,000 acres for the petrochemical complex.[2] Atal Behari Vajpayee (10th PM of India) laid the foundation stone of the refinery in May, 2000.[3][4]

Commissioning

The refinery is expected to start production in the third quarter of 2013.[5] Due to delays the cost of refinery project has increased by 2.5%.[6]

The refinery will cost Rs 29,777 crore and can process dirty and heavy crude oil from Latin America.[7]

State Support

Odisha Government has announced nil sales tax on the refinery products for the period of 11 years.
