Panhandling[1] is the practice of asking strangers for money in a public place (such as on a sidewalk), though not all panhandlers are homeless. The NEOCH estimates that only 40% - 60% of panhandlers are actually homeless.[2]
According to the Holland Rescue Mission, panhandlers often use the money given to them for purposes other than what they were intended.[3]
