Pamantasan ng Lungsod ng Valenzuela (PLV) or University of the City of Valenzuela is a city government-run public university located in Valenzuela, Philippines. The university was established on June 5, 2002 and was opened to public on June 24. PLV is a member of the Association of Local Colleges and Universities.

Started as an initiative by high school principals in Valenzuela, the Pamantasan ng Lungsod ng Valenzuela initially located at a government building within the vicinity of the old municipal complex of Valenzuela. In 2008, the city government bought a parcel of land near Children of Mary Immaculate College and expanded its offerings from the original eight courses to 19 courses.

Its major purpose is to provide education for the less privileged yet deserving students of the city and to some people who meet the admission requirements set by the Board of Regents.

History

In response to the increasing need of Valenzuelanos for an affordable, accessible and reputable institution of higher learning, a study group was formed in July 2001.

The Study Group was initially composed of Dr. Jose R. Vergara then Acting Division Superintendent Dr. Andres M. Leabres, City Administrator Atty. Carmelita D. Lozada, Mr. Edison M. Nalo, Executive Director of Valenzuela Polytechnic College and Mr. Erlindo C. Dionisio and Atty. Antonio M. Dalag, the Vice-president and President of the Pamantasan ng Lungsod ng Valenzuela. This group was later joined by the principals of public and secondary schools in the city, namely:

On June 5, 2002, the City Council of Valenzuela approved Ordinance No. 14 that paved the way for the creation of the Pamantasan ng Lungsod ng Valenzuela. Although the school had its humble beginning in a small edifice in the heart of the City, the Pamantasan ng Lungsod ng Valenzuela takes pride in serving quality tertiary education to poor Valenzuelanos with excellent academic performance.

On June 24, 2002, PLV formally opened its door to freshmen. The academic programs offered were Bachelor of Science in Engineering ( Electrical Engineering), Bachelor of Science in Business Administration Major in Management, Bachelor of Science in Secondary Education Major in English, Filipino, Science and Mathematics, Bachelor of Science in Elementary Education and Bachelor of Science in Public Administration.

PLV is fully committed "to provide the citizens of Valenzuela an efficient and effective institution of higher learning that will make them skillful, productive, competent, competitive, civic-minded and God-loving toward a peaceful, healthy and progressive city". Thus, in consonance with its mission, PLV pursues excellence in teaching through updated programs, adequate facilitiess and laboratory and an eligible teaching force.

After four years the university offered a new course, the Bachelor of Science in Accountancy and Bachelor of Secondary Education major in Physical Science, and divided the Bachelor of Science in Business Administration major in Management into three major courses (Financial Management, Marketing Management and Human Resource and Personnel Management). They bought an annex building in accordance to the City Council Resolution No. 194 Series of 2008 located at Maysan Road, Malinta, Valenzuela for the benefit of more high school graduates in Valenzuela City. The annex building houses the colleges of Business Administration, Accountancy, and Public Administration. In 2010, the university offered the Bachelor of Science in Information Technology and Bachelor Arts in Communication Arts. The Pamantasan ng Lungsod ng Valenzuela is under the administration of Dr. Nedeña C. Torralba.

As the PLV's student population continues to increase each year, its commitment to serve is enhanced. As a center for higher learning, it has become a launching pad for high-caliber professionals.

Admission

To be eligible for admission to the undergraduate programs,all applicants must have a Weighted General Average of at least 83%.

All applicants are required to take the PLV College Admissions Test (PLV-CAT) and the interview.

Application for the PLV-CAT begins every January.

Supreme Student Council

Supreme Student Council is the superior student organization of the Pamantasan. The elected President of the SSC will became the Student regent to the Board of Regents of the Pamantsan led by the chairman of the board the honorable Mayor of the city of Valenzuela.

Elections

The Pamantasan Election for Supreme Student Council is governed by the Commission on Elections (COMELEC) led by COMELEC Chairperson to be selected among other student who are willing to serve the commission and does not have the intention of running in any position of the Supreme StudentCouncil. The COMELEC is led by Student COMELEC Chairperson, his Co-Chairperson and Chairman from the Faculty of the Pamantasan with the other eight (8) COMELEC Commissioners.

Automated (Computerize) Elections

The Pamantasan used a manual election scheme from School Year 2002-2011. in which University COMELEC conduct a classroom by classroom casting of votes and it consume at least a half an hour in each section of every course. In this kind of election a lot of time was spent in casting of vote instead of teaching that is needed by the students to learn their Bachelor's Degree, that is why the student COMELEC decided to adopt to the changes needed with the help of available technology to reduce the time consume in the casting of votes and also with the counting of the vote itself.

The computerize election came first in the School Year 2011-2012 under the term of COMELEC Student Chairman Generoso T. Calacday Jr, Faculty COMELEC Chairman Raymond L. Cruz, SSC adviser Ms. Ivy and other Commissioners from different colleges. They have decided to change the system of the election and speed up the election to avoid the interruption of classes that may affect the study of the students of the Pamantasan. With the helping hand of I.T. Coordinator Mr. Rommel Apostol, who made the software that is used for the election with Microsoft visual basic. that was consider a success and able to reduce the voting time of each section into five minutes or less and the whole election period was done in a day compare to the previous system in which it lasted at least three days to finish and proclaim the winners of the election.

Computerized election had encounter one minor problem, as the Education Representative votes are not been counted due to minor coding problem because during the pilot testing of the said software there was no education student present. Due to that minor problem COMELEC decided to make a re-election for Education Representative the following week.

Student activities

Pamantasan ng Lungsond ng Valenzuela have different organizations according to respective courses and groups. The university allows the students to schedule own activities for the benefit of their members, and by giving them the right to elect their own leaders. All student activities and organizations are handled and regulated by the Office of the Student Affairs.
