Otto V, Count of Wittelsbach (c. 1083 – 4 August 1156) also called Otto IV, Count of Scheyern was a son of Eckhard I, Count of Scheyern and his wife, Richardis of Carniola-Orlamünde. Otto named himself Otto of Wittelsbach, after Wittelsbach Castle near Aichach. From 1116 onwards, he served Henry V, Holy Roman Emperor and he was Count palatine of Bavaria from 1120.
Otto married Heilika of Pettendorf-Lengenfeld, a daughter of Count Frederick III of Pettendorf-Lengenfeld-Hopfenohe.
Their marriage produced eight children:

- Otto, VI Count Palatine, I Duke of Bavaria
- Conrad of Wittelsbach, Archbishop of Mainz and then Archbishop of Salzburg
- Frederick II of Wittelsbach († 1198/99) ∞ 1184 daughter of the Count of Mangold (Donau) wörth
- Udalrich of Wittelsbach († 29 March 1179)
- Otto VII, Count Palatine († 1189) ∞ Benedicta of Donauwörth, daughter of the Earl of Mangold (Donau) wörth
- Hedwig († 16 July 1174) ∞ (before 1153), married to Count Berthold II of Andech (* around 1123; † 14 December 1188)
- Adelheid ∞ married Otto II of Stefling
