National Heritage Foundation

The National Heritage Foundation (NHF), based in Falls Church, Virginia (EIN 58-2085326), was established in 1994. It promotes projects in the area of charitable, educational, scientific or religious activities.

The National Heritage Foundation (NHF) was formed by Dr. J.T. "Dock" Houk in 1994."National Heritage Foundation". In 1998, it became one of the largest charities in the country.

On August 16, 2006, in response to the Pension Protection Act of 2006, NHF changed the way they made grants from their umbrella projects to charitable programs. NHF informed all its projects that only 26 U.S.C. § 501(c)(3) organizations would be able to continue to receive grants from NHF.[1] NHF was the subject of a Forbes news article.

In January 2009, the NHF filed for chapter 11 bankruptcy protection. During this bankruptcy process, donor advised foundations were not able to disburse funds to other non-profits.[2] During the Bankruptcy NHF converted over $175,000,000.00 to its own use. The Donors lost all of their charitable funds to the benefit of the Houks. The Houks and NHF were found guilty of converting the insurance plan of a disable child in the Mancillas v. NHF case out of Brownsville, Texas to its own benefit. (See Internet Google search).

In late 2009, NHF emerged from bankruptcy and fulfilled its reorganization plan. NHF and the Houks are the subject of a civil RICO action in the state of California for claims including fraud and conversion.

On November 21, 2011 NHF's tax exempt status was revoked by the Internal Revenue Service. Effective May 11, 2011, NHF became a 26 U.S.C. § 501(c)(3), 509(a)(3) charitable support organization. Dock Houk and his son, wife and daughters have subsequently formed a new charity called United Charity Programs. The Houks are running UCP essentially the same way they ran NHF.
