The National College of Business and Arts (NCBA) is a college in Fairview, Quezon City and Taytay. Its main campus is in Cubao.
History
The National College of Business and Arts was established in 1968, at the corner of R. Papa and Lepanto streets in Sampaloc, Manila between two giants in Philippine private education: University of the East with its mammoth population of 65,000 and Far Eastern University with its 47,000 enrollmen). A small building was erected to house a small school — the National College of Business and Arts. Today the NCBA branch in Cubao is the main campus.
NCBA's founder was the late Dr. Doroteo S. Pasion, a well-known educator (former dean of commerce of San Beda College, former CPA review director of the University of the East, and former president of PSBA), lawyer, accountant, author, and civic leader. Pasion launched NCBA as a public service, with others who believed in the NCBA concept: Col.Rafael Q. Yap-Diangco, Atty. Jose R. Torres, Jr., Mrs. Gloria C. Meñez, and Mrs. Lourdes L. Sarabia.
Keeping to its founder's vision, NCBA opted to remain as a specialized school and its growth was measured and steady through the years. From that small edifice along R. Papa Street, NCBA slowly expanded its academic programs and facilities with the single purpose of the nation type of educated manpower it needs for its development and well-being.
When NCBA opened in 1968, its offerings were limited to the following courses: Bachelor of Science in Business Administration, Bachelor of Arts, two-year course in Secretarial Administration, and its own CPA review. The NCBA High School was opened in school year 1973-1974 followed by additional offerings of short terminal courses in Cooperative, Salesmanship, Bookkeeping and Accounting, and Small business Management in 1974-1975.
Today, NCBA has three campuses — NCBA Cubao, NCBA Fairview, NCBA Taytay — and boasts of a complete package of academic offering, from preparatory school to graduate education.
Since its founding, NCBA has endeavored continually to perpetuate its education policy to offer and provide, in facilities and in teaching force, a complete education to young men and women and to equip them with the skills and training to become responsible citizens and future leaders of our country.
New management
The National College of Business and Arts, from its beginnings to the present, has been providing quality education to its students. Such accomplishments can be traced back through the leadership and dedication of all concerned: teaching and non-teaching staff, and the Board of Directors.
After several years of dedication to NCBA as education leaders, president Atty. Jose R. Torres, Jr. and Gloria C. Meñez, the vice-president for finance retired from their post on December 31, 2009.
Effective January 2010, the assistant vice-president-finance director, Cesar C. Meñez, is the new school president while Edwin P. Torres, the former officer-in-charge of NCBA Taytay and assistant vice-president-chief accountant, will serve as the vice-president for finance.
NCBA Taytay welcomed and congratulated Ester Pasion-David as the new officer-in-charge. Pasion-David is the eldest daughter of the founder and first president of the NCBA. She has a Bachelor of Science in Business Administration, major in Accounting, from the University of the Philippines-Diliman. Pasion-David passed the CPA Board examination. She started her career after graduation at the Philippine National Bank. She migrated to the U.S. and worked as staff accountant at Avon Products, Inc. in New York, then went to California and worked as accounting and HR manager for Alcatel. Her last job was with TRI-FAB Associates, Inc. as controller. She is co-author of accounting books. Pasion-David believes in the golden rule: "Do not do unto others what you do not want others do unto you". She envisions NCBA as a school where leaders of tomorrow will be coming from.

- Master in Public Administration (MPA)Dr. Fernando Tugay Omadto was a former Research Director and professor in Statistics and Research in this College.Dr. Omadto was Born in Burgos Viga Catanduanes son of Magencia Tusi Tugay and Jesus Olesco Omadto, he finished Bachelor of Science in Electrical Engineering, Masters Degree in Physics and he holds a Doctorate Degree in Educational Management. He is a member of CLASS 07-2006 ECNS at the National Defense College of the Philippines, academic row, Camp Emilio Aguinaldo, Quezon City.Dr. Fernando Tugay Omadto, is a Filipino international researcher and education specialist. The most significant research that he conducted was the Philippine vs. Japan International Public Administration which was done in 2007.[1] Most of his researches were written when he was still working in Trace Computer and Business College as the Dean of College of Education, Arts and Sciences.[2]His research works were all published in the Philippine National Library when he was still serving as Graduate School Research Director at the National College of Business and Arts in 2006.
