Mykola Kostyak

Kostyak Mykola Mykhailovych (born December 1, 1954, Michurine village, Donetsk Region) is a Ukrainian politician. He was Chief of Local State Administration and Governor of the Kherson Region [1] from June 18, 2010 [2] till February 24, 2014,[3] and was a member and head of the regional organization of the Party of Regions.

Biography

Kostyak was born in Michurine village, Telmanivskiy Area in Donetsk Oblast, Ukraine. In 1971 he graduated from the Crimea Agricultural Institute. In 1972 he worked as a member of the kolkhoz named after Telman in Telmanivskiy Area. From 1973-1976 he was in the service of the Armed Forces Of the USSR. From 1981 to 1983 he worked as a hydraulic engineer, later as the main hydraulic engineer and as the main agronomist of the “Hammer and Sickle” kolkhoz in Telmanivskiy Area.[4]

He was awarded the Order of Merit III class,[5] as well as a title of the Honoured Worker of Agriculture of Ukraine.[6]

Work as Governor of Kherson Region

Kostyak was as Chief of Local State Administration and Governor of the Kherson Region [1] from June 18, 2010 [2] till February 24, 2014.[3]

Industry

Due to the cooperation of the CLAAS Company (Germany) and the Kherson machine-building plant, and thanks to patronage of the governor Mykola Kostyak, the investment project on coproduction of a new domestic grain combine SKIF-TUCANO 440 is being fulfilled.[7]

Construction of a tomato processing complex by the AGROFUSION Company in the Chaplinka Area (the Kherson region) was supported by M. Kostyak. The plants are being built in the Chaplinka and Kalanchak Areas.[8]

Investments

During Kostyak's term in office, the annual international forum “Tavrian horizons’” was named a “Tavrian Davos” by the participants. In 2011, the governor signed 12 memoranda on cooperation with domestic and foreign investors.[9]

In 2011, Kostyak signed an agreement with the Austrian investor Dunapack to return to the Kherson region, and in 2013 the company finished the building of the plant for corrugated cardboard production at the cost of 40 million euro.[10]

Kostyak initiated and supported 2 agricultural projects in Kherson region: construction of a fertilizer manufacturing plant and a turkey-breeding farm in 2013 by Lithuanian group of companies "Arvi". The complex comprises a farm for growing turkeys, a slaughter-house, processing plant and feed mill. Investment in the project will total 20 million euros. [11]

Kostyak supported the PJSC “Chernobayivska” investment project of the Ukrainian agricultural holding “Avangard” on opening a complex comprising a poultry factory, a formula-feed plant producing, a slaughter workshop, and a bio-gas plan, which works on excrements and production waste, as well as a grain storage house for 300 thousand ton grain. The amount of investments totals 1 milliard UAH. [12]

With Kostyak's participation, the “Nibulon” investment project commenced, with about USD 50 million at the first phase and stipulates construction of grain elevators in Beryslav and Novovorontsov district as well as in other districts of the Kherson region. It resulted in extending capacities for grain and increasing production of early grain group.[13][14]

Construction of a solar power station in the Kherson region became possible as well due to investment of ROLSTON Invest a.s. [15]

Construction

In 2013, after having not been used for seven years, Kherson International Airport was re-opened after its complete reconstruction.[16]

The complete reconstruction of the cinema “Ukraina” was also started.[17]

For the first time since Ukraine’s independence, reconstruction and repair works of the regional Palace of Culture (the House of Officers) were started. The building is a historic and architectural landmark.[17]

Infrastructure

Kostyak initiated the construction of a bridge crossing between the two dormitory areas Tavricheskiy and KhBK (Kherson Cotton Mill micro district). This infrastructure project is in progress but after completion it will decrease traffic jams in the city, and make possible construction of four new residential districts in Kherson with a total area of more than 300 hectare. [18]

During Kostyak's term of administration, reconstruction of the first and second line of the Verhnoantonovskiy water supply point and conduit was finished in Kherson. Its putting in operation will provide residents of Kherson citizens with improved water quality.[19]

Due to direct lobbying of the issue at the government level by Kostyak, in 2014 a round-the-clock water supply and sewerage was made available to Kherson residents. [20]
